Westchester Condominiums HOA: How Strategic Commercial Camera Video System Design Prevents Footage Loss in Multi-Building Properties

Key Takeaways:
  • What was installed: 22 Ultra high-definition 5MP cameras across multiple buildings connected to 4 strategically placed 8-channel DVRs with encrypted 5GHz wireless networking
  • Why distributed DVRs matter: Multiple recording devices prevent footage loss during wireless signal interruptions common in large properties
  • Coverage areas: Complete surveillance of buildings, parking areas, and courtyards with strategic camera placement and environmental protection
  • Security infrastructure: Commercial-grade steel enclosures (18″ x 16″ x 5″) protect recording equipment in outdoor Florida environments

Westchester Condominiums in Tampa, FL began a two-phase project with Surveillance Technology, Inc. in 2018. The final phase covered all property buildings, parking areas, and the courtyard with upgraded commercial video cameras in Tampa.

The Wireless Reliability Problem in Large Properties

Many security providers install cameras that send footage wirelessly to a single recorder. This creates a critical vulnerability: footage can be lost if the wireless signal fails before reaching the recording device. This problem becomes acute in multi-building condominium properties where distance between cameras and recorders exceeds reliable wireless ranges. Physical obstacles like walls and metal structures degrade signals. Multiple WiFi networks create interference. Weather conditions affect signal strength.
Wireless cameras face more connectivity issues when WiFi signals are weak or interference occurs. Radio frequency interference can disrupt Wi-Fi networks. Household devices like microwaves, cordless phones, and neighboring Wi-Fi networks can cause dropped frames or complete connection loss.
For HOA and condominium properties, this reliability issue creates a security gap that could leave critical incidents unrecorded.

Why 5 Megapixel Resolution Matters for Condominiums

Surveillance Technology selected 5MP cameras for Westchester Condominiums for specific technical reasons. 5MP cameras provide clear, detailed images suitable for identifying faces and other critical details.
The 5MP resolution (2560 x 1920 pixels) provides distinct advantages for condominium security:
Identification Capability: Human face and license plate recognition require ultra high resolution and proper camera angles. This level of detail proves essential for investigating incidents in parking areas and building entrances.
Coverage Efficiency: High-quality 5MP security cameras can be installed in high positions to cover larger monitoring areas. This reduces the total number of cameras needed while maintaining comprehensive coverage.
Digital Zoom Capability: Higher pixel counts allow for effective digital zooming. A 5MP image appears clearer than a 2MP (1080p) camera even when magnifying up to 2X.

The Distributed DVR Solution: Redundancy by Design

Surveillance Technology’s strategic approach solved the wireless reliability problem through intelligent system design. Each of the complex’s twenty-two 5MP cameras connects directly to one of four strategically placed 8-Channel DVRs instead of relying on cameras to wirelessly transmit all footage to a single central recorder.

How Distributed Recording Works

This distributed system provides multiple layers of protection:
Direct Camera Connections: Each camera has a hardwired connection to its designated DVR. Wired security cameras provide a stable and reliable connection. Coaxial cables create consistent performance with almost no interference from nearby devices.
Continuous Local Recording: Each of the four DVR systems constantly records its cameras’ footage to local storage. DVRs are less susceptible to network issues because they connect cameras and recorders directly. Camera failures are isolated and don’t affect the entire system.
No Single Point of Failure: If one wireless link fails, only the transmission to the clubhouse monitoring station is affected. The DVR continues recording locally without interruption. No footage is lost even during network disruptions.
Encrypted Wireless Backhaul: Each DVR’s high-definition signal is carried back to the clubhouse on an encrypted 5GHz wireless network for centralized monitoring and management.

Why 5GHz Wireless for the Backhaul Network

The choice of 5GHz wireless for connecting the DVRs to the clubhouse serves specific purposes. 5GHz wireless transmission provides higher data rates for high-definition video streaming without lag. It offers a clearer signal with less interference compared to 2.4GHz.
Security was paramount. Modern 5GHz systems feature WPA3 security for data encryption to protect against cyber attacks and theft. They integrate Multi-Factor Authentication to prevent unauthorized access.
For a condominium property, this encryption prevents unauthorized access to surveillance footage, which is a critical privacy consideration for residential communities.

Environmental Protection: Florida’s Climate Challenges

Tampa’s climate presents unique challenges for outdoor surveillance equipment. High humidity year-round. Intense heat and UV exposure. Salt air in coastal areas. Frequent afternoon thunderstorms. Hurricane-force winds during storm season.
To protect the four DVR systems and associated equipment, Surveillance Technology installed five commercial-grade steel environmental enclosures measuring 18″ x 16″ x 5″. These enclosures shield sensitive recording equipment from moisture intrusion that could damage electronics, temperature extremes that affect equipment lifespan, physical tampering or vandalism, and debris during severe weather events.

HOA Security Camera Best Practices

The Westchester installation shows several best practices that HOA and condominium boards should consider.

Strategic Planning and Coverage

Critical zones where camera installation is essential include entry points for recording all individuals entering or leaving, parking lots where surveillance prevents property crimes like theft or vandalism, and communal areas to prevent unauthorized access and track suspicious activities.
Westchester’s system addresses all these zones with its 22-camera deployment across buildings, parking areas, and courtyards.

Privacy and Legal Compliance

HOA security systems must balance security needs with residents’ privacy rights. Cameras should never point into backyards, windows, or other areas considered private. Clear rules must govern who can access footage.
Every member has a right to a reasonable expectation of privacy. HOAs must regulate camera placement whether in common areas or individual owners’ properties without interfering with member privacy.

Data Management and Access Control

Footage from security cameras should never be stored or accessed on a personal laptop. No one outside of law enforcement should review camera footage in private.
The centralized monitoring at Westchester’s clubhouse, combined with the distributed recording system, allows for proper access control while maintaining footage security.

Policy Development

An HOA security camera policy should provide legal protection, maintain resident privacy, deter crime, aid in evidence collection, and foster community trust by clearly outlining surveillance practices.
Condominium boards should develop comprehensive policies covering purpose and scope of surveillance, camera locations and coverage areas, data retention periods, access authorization procedures, and incident response protocols.

Technical Advantages of DVR Systems for Condominiums

While Network Video Recorders (NVRs) with IP cameras represent newer technology, DVR systems offer specific advantages for condominium properties.
Cost Effectiveness: DVR systems use analog cameras which are typically more affordable than modern IP models. They can reduce costs in older buildings as they often eliminate the need for new hardware or wiring.
Reliability: Both NVR and DVR systems record video data and are reliable. DVRs provide stable connections through dedicated coaxial cables that aren’t susceptible to network interference.
Simplified Management: DVR interfaces are designed for simplicity with intuitive controls for viewing live footage, searching recordings, and exporting evidence. This matters for HOA board members and property managers who may not have technical expertise.
Network Independence: The distributed DVR approach means cameras continue recording even if the network connection fails. Continuous surveillance coverage is maintained.

System Scalability and Future Expansion

The four-DVR distributed design provides natural expansion capability. Each 8-channel DVR can accommodate additional cameras as security needs change. Additional DVRs can be deployed to cover new buildings or areas without redesigning the entire system.
This modular approach aligns with how many condominiums grow and change over time. The security system can adapt without costly complete replacements.

Results: Comprehensive Multi-Building Coverage

The completed Westchester Condominiums installation provides complete property coverage across all buildings, parking areas, and common spaces. Footage redundancy through distributed recording prevents data loss. Centralized monitoring via encrypted wireless connections to the clubhouse. Weather-resistant infrastructure designed for Florida’s challenging climate. Scalable design accommodates future expansion needs.
The system delivers reliable surveillance footage when it matters most. Unlike single-point-of-failure wireless systems, Westchester’s distributed DVR design captures and retains footage even when network issues occur.

Choosing the Right System for Your Property

Multi-building properties considering surveillance systems should evaluate property size and layout, existing infrastructure, coverage requirements, budget constraints, technical support, and environmental factors.
Surveillance Technology’s decades of experience with Tampa-area installations means understanding both the technical requirements and environmental challenges unique to Florida properties.

We recently hired Surveillance Technology to replace our aging legacy access and security system with a new Proptia platform, and working with Luis and his team was an excellent experience from start to finish. While the project went a bit over schedule due to unexpected complexities in our old system, they stayed with it until everything was done right, and made sure the final result was solid and reliable. They were professional, responsive, and easy to work with, and we would highly recommend Luis and the entire Surveillance Technology team to anyone needing a new Proptia access control and security system, especially if you’re replacing an older system.

If we could give 10 stars we would. From the initial request for information through the follow up period after installation, Surveillance Technology has exceeded our expectations. Our HOA was in need of a new gate entry system and new surveillance cameras, and it needed to happen quickly. Luis Rodrigues, one of the owners, responded to our request for information the same day, scheduled an appointment for a consult, showed up as promised, and really listened to our concerns. We explained the need for a quick turnaround as well as the needs for the community. Not only did he respond with a fair quote, but he also provided us with different options from which to choose. He was willing to attend a HOA meeting to present his company and also to listen to concerns from residents. He took some of these concerns and came back with solutions. He helped us streamline the data process to make the installation time as quick as possible. An installation date was set, and the team arrived on time. Every single technician was polite and professional. Josh, one of the techs, stayed throughout the process for several days ensuring things worked properly. As with any new system, there are bound to be kinks and learning curves. The issues were with the Liftmaster system itself not with Surveillance Technology. Both Luis and Josh were always responsive and helped us get through those as well and stayed on the manufacture until issues were resolved. Bottomline, the system is now working great. The majority of the community has navigated the new system and things are running fine. It was truly a pleasure having a company that honored their word and delivered as promised. That is rare these days. After years of frustrating service from other companies, Surveillance Technology really stands out.

I would highly recommend Surveillance Technology Inc. They have helped us on multiple occasions at Resurrection Cemetery. The technicians that came out to install our new cameras were polite, professional and knowledgeable. The entire process flowed smoothly, from the proposal, to scheduling the appointment. They were punctual and probably most important they were patient while they taught me about our new cameras.
Great Experience with this team! From the estimate to the work done, explanation and communication of services, products etc. Just a good, smooth experience all around and we're so happy with the products we have installed now! Will definitely recommend to others!

Great company to work with, Luis and all the guys did a fantastic job. I am with the HOA at this condominium complex here in Clearwater Fl., we did our homework and checked out a lot of different companies. Surveillance Technology came out far ahead of everyone else, Luis really knows his stuff. We ended up with 14 cameras and all the gear that goes with it. Placed all around the complex, can bring it up on our computers and take a look around everywhere at any time. Very good stuff. I wouldn't think twice about bringing them in on any other project that comes up. If you're out looking for surveillance cameras, there is no need to look any further, Surveillance Technology has what every you need. Thank you, Luis, and crew, job well done.
We have used Surveillance Technology at several of our commercial shopping centers and office buildings. The install crew are very clean and work quickly, so minimize any disturbance to tenants. Cameras are clear and capture the view we need. I would recommend them for businesses and homes.

Our company put in a complete 9 camera security system more than a year ago with 2 big screens, recording DVD, etc. . Surveillance Tech was fast, efficient and delivered great value. We have had one service call for a failure of the slave screen (our stupid fault--a house keeper turned off the switch--very embarrassing but Luis didn't even charge us for sending out a tech to push a button. He should have.) All and all, a great company. As a result, they are busy so be patient. They are always out in the field, actually working.

Great Company to work with. The cameras and DVR's they installed were great quality and at a low price. The team that came to do the install completed their work early and followed all safety requirements on our job site. After the initial install they have been very responsive to our calls when we have questions. My company is looking to utilize there services at some of our other locations.

As a 30+ yr biz owner myself, I know a thing or two about quality of service. It truly starts with being responsive when a client calls you. I have no regrets choosing STI. Very professional and honest organization that has been around for 20+ years in Tampa. Our HOA community wanted a modern gate access entry system and improved RF auto tag technology. STI had the experience and knowledge to address our needs and even suggest a few things we didn't consider. Their team also went the extra mile and addressed some aesthetic concerns we had as well. Overall, honest and fairly priced security experts.

Recognized as a Historic Landmark Resort in the St Petersburg downtown area, we were looking for the best in the surveillance camera and equipment system business. We talked with Luis from Surveillance Technology Inc, and seemed like the right choice for us. He was very professional, honest, promised us prompt response and even took the time to walk the entire property. I am so happy that we choose his company for our surveillance needs and professional advice. Luis has been with us since 2021 and has made several installations. The results have all been outstanding clear picture, easy viewing and storing.

I would like to especially point out an installation done this week at our Marina. His wonderful techs led by Jaime, performed a cable installation where a "dinghy" had to be used. Fighting hightide and waves they managed to install approximately 1 mile of cable and deliver the best video viewing on all cameras. I will recommend Luis and his company to anyone looking for surveillance equipment hands down.

Although very busy, this company sent out their technicians within a reasonable amount of time.. The technicians Jamie and Josh were very professional and friendly. Jaimie identified and rectified my problem I had with on line visualization of the camera views and playback. He also assisted with making sure our phones were able to bring up the same views. One hour later....done. PLUS I received a call the next morning to answer any questions I may have had. Thank you!!! BTW,, Louis is the person that answers the phone and is extremely helpful and phone friendly with curteous professional communication. KUDOS

Our Homeowners Association was seeking bids for a new camera system for two of our locations. From our initial dealings with Luis, we were impressed. He took the time to answer numerous questions and offered several different options. When we had narrowed it down to two suppliers, Luis came out and gave us a live demonstration on the caliber of cameras that we were purchasing.

Surveillance Technology Inc. was quick to schedule an installation date for us. Our install team, lead by Jamie, did a seamless install. They were extremely polite, quick to do the install and ensured that our property was left immaculate.

Jamie went over the workings of the system and ensured that we had a full understanding of the system.

We would highly recommend Surveillance Technology.
